So what exactly are you proposing?

The petition proposes to split the current BVSD into two new districts with the eastern one consisting of 21 schools and approximately 14,528 students and the western one consisting of 34 schools and approximately 13,962 students.

The proposed new district boundaries will be defined by current BVSD school attendance areas. The relationship of the feeder school network from elementary through high school is a defining parameter for the definition of the two districts. The proposed new boundary roughly follows the eastern line of the City of Boulder green belt. All schools east of the area would be in the eastern district and all schools west of the area would be in the western district.

Each district would have its own management staff and a newly elected school board. The debt of the BVSD would be proportionally split as dictated by existing law (Colorado Revised Statutes, Title 22, Article 30). State funding for each district would also be defined by existing law and State practices.

In summary:

The new west district includes Boulder and mountain communities.
The new east district includes communities east of Boulder open space.
The proposed boundaries follow present school enrollment attendance areas
Debt will be proportioned equally according to state law.
Open enrollment can occur across boundaries.
  Teachers can transfer across boundaries.
Day-to-day function for the schools, teachers, students, and principles will not be disrupted.
  Money follows the child.
State equalization act maintains fiscal balance
  Taxes will not increase.
