How will this affect open enrollment and charter schools?

The proposal intends that open enrollment across districts could continue.

Existing charter schools will continue to operate as they currently do within each of the two new districts. Of BVSD’s five charter schools, one will be in the new eastern district and four will be in the new western district. The Board of each new district will develop policies with respect to charter schools within their respective districts subject to State laws.
